An artist of the French school, Blum typically painted genre scenes, portraits and interiors in both oils and watercolors. He was also a rather skilled engraver. Beginning his studies at the Beaux-Arts school of Lyon, he was a pupil of the celebrated Bonnefond from 1846 to 1850. He then went to Paris to further his studies, and it was there that his real talent was developed, for he painted under such acclaimed artists as Delacroix, Picot and Stevens. Debuting at the Salon in Lyon in 1858, Blum chose to exhibit two portraits and a piece entitled Le mariage, a Lyon, d'Henri IV et de Marie de Medicis, all of which helped in gaining him recognition amongst his artistic peers and audiences as a very promising painter. In 1864, he decided to settle in Paris, exhibiting there regularly between 1865 and 1891 with many canvases devoted to military subjects. Because of both his style and superior education, Blum's paintings remain highly regarded even today.
